Originally known as Phoebe's Garden Café, the restaurant has a long and colorful history in Syracuse. Local lore claims that the building was originally a brothel, and Phoebe was its madam.
In the summer of 2004, Phoebe's experienced a refreshing makeover with a bright new look in the atrium dining room with fresh paint, new upholstery, and artwork. The coffee lounge also opened that year, and it became an instant hit with the surrounding university and business crowd. Those changes also warranted a new name to reflect the updated attitude and ambiance: Phoebe's Restaurant and Coffee Lounge. Classic elements of Phoebe's remain untouched—the French onion soup and enticing crème brulee, for example, but other menu items change seasonally.
The Lounge also has its own seating area and free wireless internet capabilities. Phoebe's old world charm is right at home in a revitalized area of the city.

Love this place. I have been coming here for years. Service is always great and food never disappoints. It has a friendly ambience - not too laid back but not too fancy. Perfect for work luncheons and dinners as well as family affairs.

We had soups for appetizers. Mine (parsnip or turnip, not sure anymore, and apple bisque) was really good. French onion soup was good too, but might have been microwaved and did not look as appetizing as a French onion soup usually looks. I got the quiche of the day : sun dried tomatoes, feta and arugula. Never seen a quiche looking that way. Thin crust, followed by a layer of sun dried tomatoes and then an enormous layer of what tasted and looked like a flan, with one single tiny piece of arugula. I did not see or tasted the feta either. It looked like a cheese cake. It was just bad. A quiche isn’t that difficult to do… very strange. The salad that came with it was ok. I suspect the dressing to be from a bottle but I could be wrong. My daughter got a chicken sandwich. It was ok. Very good aioli. The staff was very friendly and nice. The prices and not bad for what you get and the place itself is on the cute side. I will most likely not go back.

Love Phoebe’s! Lunch menu is plentiful but not overwhelming, and has choices for every palate and eating style. Addition options of tofu and portobello mushrooms to dishes is much appreciated by this vegetarian. Service was prompt and friendly, not pushy— my friend and I were able to spend nearly 3 hours catching up without being made to feel like we were outstaying our welcome!

Our table of eight enjoyed the attention and amazing service of Emily. We were all welcomed by the hostess, and even the addition of one unexpected guest did not cause any issue. The food, as always, was unique, beautifully presented, and delicious. Phoebe's is always best choice for a great meal and good time in a gorgeous setting. A server like Emily just adds delight to the experience.
